FEATURES OF QUALIFICATION IMPROVEMENT OF HUMAN RESOURCES IN PUBLIC AND PRIVATE SECTOR

ABSTRACT. The qualification of human resources may ensure an effective activity of public and private sector organisations. Still, with changes in technologies, the functions of employees ' regular learning and qualification improvement of human resources are necessary. Due to this reason, in the organisations of both public and private sectors, the qualification improvement process takes place. Despite this, the research reveals that many problems, the employees face are related with insufficient qualification of human resources; therefore, the determination of both features of human resource qualification improvement in public and private sector as well as the main actions of this process improvement had relevance. First of all, in this paper, the exploration level of the features of human resource qualification improvement in public and private sector was revealed. It is noticeable that usually research are limited to one sector (Sakalas, Vienazindiene, 2010; Miliukienė, Prakapienė, 2012; Svagzdiene et al., 2013) or are assessed generally without focusing on the features of these sectors (Fleischhauer, 2007; Meuse et al., 2012); therefore, this paper would fill this gap. The main features of human resource qualification improvement of public and private sectors ' organisations are as follows: the training methods applied are different; private organisations are more innovative; therefore, they apply not only traditional methods of employees ' qualification improvement and thus get better results. Despite of the features of public and private sector, the most important activities of qualification improvement process of human resources are related to the determination of lacking competences and their improvement; due to this, future scientific researches are suggested to be related with this issue .
